| 基于中国家庭追踪调查(CFPS)数据,从理论和实证上考察了财政支农支出对农村家庭人力资本积累的影响。研究发现,财政支农支出对促进农村家庭人力资本积累具有重要作用,财政支农支出可以通过提高家庭农业收入和非农化水平,进而影响家庭人力资本积累。过去各年度财政支农支出对农村家庭人力资本积累均存在正向影响,并对农村人力资本积累产生长期影响。异质性分析表明,相比以非农业生产为主的家庭,财政支农支出对从事农业生产为主家庭人力资本积累的影响更为显著; 相比教育水平高的农村家庭,财政支农支出将更有利于促进教育水平低的家庭人力资本积累。上述结论说明,国家惠农政策向教育投资、职业培训领域倾斜,提高财政支农支出力度,对于促进农村家庭长期人力资本积累具有重要意义。 |

| How Financial Expenditure for Agriculture Affect Rural Human Capital Accumulation: Theoretical and Empirical Analysis Based on Microscopic Data |

| Based on the Chinese Family Panel Studies Data (CFPS), this paper theoretically and empirically examines the impact of financial expenditure for agriculture on human capital accumulation of rural households.SIt is found that the financial expenditure for agriculture promotes the accumulation of human capital in rural households, financial expenditure for agriculture can affect the accumulation of human capital in rural households by improving agricultural income and non-agricultural level. The financial expenditure for agriculture has a positive impact on the human capital accumulation of rural households in the past years, and has a long-term impact on the accumulation of rural human capital. Heterogeneity analysis showed that compared with non-agricultural households, financial expenditure for agriculture has a more significant impact on human capital accumulation of households engaged in agricultural production; Compared with rural families with high education level, financial expenditure for agriculture will be more conducive to promoting human capital accumulation of families with low education level. The above conclusion indicates that the national agricultural benefit policy is inclined to education investment and vocational training, and the increase of fiscal expenditure on agriculture is of great significance for promoting the long-term human capital accumulation of rural area. |
