| 承包地第二轮到期延包的政策内涵体现为土地承包关系的稳定与长久不变。承包地第二轮到期延包的政策价值中，稳定农户预期是基础，落实土地承包权是手段，实现适度规模经营是目标，三者实现了公平与效率的结合。承包地第二轮到期延包的法权映射可以表述为土地承包经营权，土地经营权属于承包地第二轮到期延包法权映射的延申，土地承包关系调整属于承包地第二轮到期延包法权映射的补充。承包地第二轮到期延包的对策建议为严守不打乱重分的政策底线、鼓励多地农户积极退出承包地、审慎把握局部微调和注重少地农户的利益维护。 |

| The policy connotation of the expiration extension of the second round of contracted land is reflected in the stability and long-term stability of the land contracting relationship. In the policy value of the expiration extension of the second round of contracted land , stabilizing farmers'' expectations is the foundation, implementing the land contracted right is the means, and achieving appropriate scale of operation is the goal. The three have achieved the combination of fairness and efficiency. The legal right mapping of the expiration extension of the second round of contracted land can be expressed as the land contract management right. The land management right belongs to the extension of the legal right mapping of the expiration extension of the second round of contracted land , and the adjustment of land contract relationship belongs to the supplement of the expiration extension of the legal right mapping of the expiration extension of the second round of contracted land. The countermeasures for the legal right mapping of the expiration extension of the second round of contracted land are to strictly abide by the policy bottom line of not disrupting the redistribution, encourage farmers in many places to actively withdraw from contracted land, carefully grasp local fine-tuning and pay attention to the maintenance of the interests of farmers in less land. |
