| 数字经济通过技术和治理赋能双重路径驱动农业高质量发展有利于进一步发挥农业在国民经济发展中的基础性作用。本文基于248个地级市2011至2019年的数据建构与测度了数字经济和农业高质量发展指数。在此基础上进行实证分析发现,数字经济能显著促进农业高质量发展,并通过机制检验表明,技术和治理赋能是其作用的两个途径；再者,数字经济赋能效应在西部地区和中心城市更为明显,亟需施行区域协调发展政策；同时,数字经济对农业发展的作用存在“边际递增”效应,大力长期发展数字经济是重要战略；此外,数字经济的赋能作用具有空间外溢性。上述研究结果为深入推进农业高质量发展、打造农业农村现代化及实现乡村振兴提供了政策制定依据。 |

| Digital economy drives high-quality agricultural development through technology and governance empowerment, which is conducive to further play the fundamental role of agriculture in national economic development. This paper constructs and measures the digital economy and agriculture high-quality development index based on the data of 248 prefecture-level cities from 2011 to 2019. On this basis, the empirical analysis shows that digital economy can significantly promote the high-quality development of agriculture, and the mechanism test shows that technology and governance empowerment are the two ways of its effect. Moreover, the enabling effect of digital economy is more obvious in the western regions and central cities, which calls for the implementation of regional coordinated development policies. At the same time, the role of digital economy on agricultural development has "marginal increasing" effect, vigorously long-term development of digital economy is an important strategy; In addition, the enabling role of the digital economy has spatial spillover. The above research results provide a basis for policy making to further promote high-quality agricultural development, modernize agriculture and rural areas, and realize rural revitalization. |
