| 多重制度逻辑下乡村治理共同体构建的张力及调适——基于S省X村环境专项治理的个案分析 |

| 摘要: |
| 从多重制度逻辑理论视角出发,对S省X村环境专项治理实践分析,发现政府、村级组织和农民在构建乡村环境专项治理共同体中围绕“如何执行、如何参与”上存在张力,张力的结果是村级组织变通性执行和农民选择性参与。政府遵循的是政治逻辑,通过治理共同体的制度安排,稳定“三农”基本盘和建设宜居宜业和美乡村；村级组织遵循的是科层制逻辑,目标是应对政府检查和实现自身职位晋升；农民遵循的是乡村逻辑,其行为主要考虑经济收益和社会收益最大化。政府、村级组织和农民遵循不同的制度逻辑并内在体现着不同的利益,从而在逻辑互动中产生张力。因此,可以从杜绝层层加码与数字技术赋能、政党嵌入与激励嵌入、治理性政策执行与合作型关系形塑的维度调适政府、村级组织和农民之间的张力。 |

| The Tension and Adjustment of the Construction of Rural Governance Community under the Multiple Institutional Logic —Based on A Case Study on the Special Environmental Improvemen of X Village in S Province |

| Abstract: |
| From the perspective of multiple system logic theory, this paper analyzes the practice of special environmental governance in X village of S province, and finds that there is tension between the government, village organizations and farmers in the construction of rural special environment governance community in terms of “how to implement and how to participate”. The result of tension is the flexible implementation of village organizations and the selective participation of farmers. The government follows political logic, and through the institutional arrangement of governance community, stabilizes agriculture, countryside, farmers and builds a beautiful and livable countryside. The village organization follows bureaucratic logic, with the purpose of responding to government inspection and achieving their own promotion. Farmers follow the rural logic, and their behavior mainly considers the maximization of economic and social benefits. The government, village organization and farmers follow different system logic and embody different interests, thus generating tension in the logical interaction. Therefore, it is necessary to adjust the tension between the government, village organizations and farmers from the dimensions of eliminating layer upon layer code and digital technology empowerment, embedding of political parties and incentives, and shaping the relationship between governance policy implementation and cooperation. |
