| 新型城镇化以来,国家逐步确立了进城落户农民“保留农地、有偿退出”的地权新政,但政策仍呈现模糊性。研究发现：农民工家庭城镇落户意愿偏低；模糊的地权调整造成农民工模糊的地权认知；在生存理性与经济理性的双重支配下,只有那些相信进城落户可以长期保留农地,农村户口不再是农地保留的资格条件,以及退出农地能够获得合理补偿的农民工,其家庭成员才更有可能从不愿意城镇落户转变为愿意城镇落户；在进行是部分家人落户还是全家都落户的选择时,农民工重点考虑能否确保农地保留资格,以及在丧失资格时能否获得合理的农地退出补偿。总的看,新一轮地权调整下农民工的态度呈现出模糊的地权认知与理性的落户决策的特征,进一步明晰进城落户农民的农地权利边界,制定合理的农地退出补偿机制是推进新型城镇化的要件。 |

| Since the new urbanization, the state has gradually established the New Deal of land rights for peasants who move the hukou to the city, which is to "retain agricultural land and withdraw with compensation", but the policy is still ambiguous. The study found that: The willingness of migrant workers" families to move the hukou to the city is low. The fuzzy land right adjustment results in the fuzzy land right cognition of migrant workers. Under the dual control of survival rationality and economic rationality, only those migrant workers who believe that moving the hukou to the city can retain rural land for a long time, rural hukou is no longer a qualification condition for rural land retention, and they can get reasonable compensation for quitting land are more likely to move their family members hukou to the city. When choosing whether to move part of their family members hukou or the whole family members hukou to the city, migrant workers mainly consider whether they can ensure eligibility for rural land retention and whether they can obtain reasonable compensation for land withdrawal if they lose their eligibility. In general, the willingness of migrant workers under the new round of land rights adjustment shows the characteristics of vague land rights cognition and rational hukou conversion. In the future, we should further clarify the boundary of farmland rights of farmers who move the hukou to the city and formulate a reasonable compensation mechanism for rural land withdrawal. |
