| “国家功能作用”是推进农村社会保障体系现代化的关键要素。70多年来，在党和国家的高度重视与持续建设下，我国农村社会保障建设成效显著。然而，伴随着人民美好生活需要与社会保障体系发展不平衡不充分之间的矛盾加剧，我国农村社会保障发展资源不足、法制建设滞后、多层次体系构建缓慢，监督及农民诉求机制不健全等难题愈发突出，制约着推进全面乡村振兴和共同富裕建设。为此，要科学认知国家能动性作用，通过发挥相关功能职能推进农村社会保障资源调整优化，加快农村社会保障法治化建设，建立多层次农村社会保障体系，深化管理监督机制改革，畅通群众诉求表达渠道。以为新时代破解农村社会保障现实难题，建设体系化、现代化农村社会保障提供路径选择。 |

| The "functional role of the State" is a key element in promoting the modernization of the rural social security system, which has achieved remarkable results over the past 70 years, thanks to the great importance attached to it by the Party and the State. However, as the contradiction between the people"s need for a better life and the unbalanced and insufficient development of the social security system intensifies, the lack of resources for the development of social security in rural areas, lagging behind in the construction of the legal system, slow construction of the multi-level system, and the unsoundness of the supervision and farmers" demand mechanism have become more and more prominent, which is a constraint to the promotion of the comprehensive rural revitalization and the construction of the common wealth. In this regard, it is necessary to scientifically perceive the role of national activism, promote the adjustment and optimization of rural social security resources through the play of relevant functions, accelerate the construction of the rule of law in rural social security, establish a multi-level rural social security system, deepen the reform of management and supervision mechanisms, and smooth the channels of expression of the demands of the masses. In this way, we will be able to solve the problems of rural social security in the new era, and provide a path for the construction of systematic and modernized rural social security. |
