各级政府的保费补贴对农业保险发展具有决定性作用,但是地市县保费补贴压力的提升开始成为抑制农业保险速度增长的瓶颈因素。本文构建面板随机效应模型研究地市县保费补贴压力与农业保险发展之间的相互影响机理。结果显示:种植、养殖以及种养整体保费规模的扩大和保障水平的提高均显著提升地市县保费补贴压力;进一步地,地市县保费补贴压力的提升又会显著抑制种植、养殖以及种养整体的保费规模与保障水平的增长速度。两步前后衔接的影响关系构建出“农业保险规模扩大→地市县保费补贴压力提升→农业保险增长速度放缓”的影响机理,表明地市县保费补贴压力提升成为阻碍农业保险发展的重要瓶颈,“精细”实施差异化的保费补贴政策已经尤为必要。 |

Abstract: |
The premium subsidies of governments at all levels play a decisive role in the development of agricultural insurance, but the pressure of premium subsidies of cities and counties has become a bottleneck factor to restrain the growth of agricultural insurance. This paper constructs a panel random effect model to study the interaction mechanism between the pressure of premium subsidy and the development of agricultural insurance. The results show that: the expansion of the overall premium scale and the improvement of the guarantee level of planting, breeding and the both significantly increase the premium subsidy pressure of cities and counties; further, the increase of the premium subsidy pressure of cities and counties will significantly inhibit the growth rate of the overall premium scale and the guarantee level of planting, breeding and the both. The interaction mechanism of “expansion of agricultural insurance scale→increase of premium subsidy pressure in cities and counties→ slowdown of agricultural insurance growth”is constructed by the two-step connection, which indicates that the increase of premium subsidy pressure in cities and counties has become an important bottleneck hindering the development of agricultural insurance, and “fine” implementation of differentiated premium subsidy policy is particularly necessary. |
