自主治理理论与中国现实情境之间存在着较大的差距与张力。立足于实践经验,本文尝试借鉴嵌入理论来分析自上而下的国家治理如何形塑具有中国特色的社群自治,进而提出“嵌入式自治”的概念。在此基础上构建纳入政府干预的制度分析与发展框架,对安徽省W区在河长制政策实施背景下的小微水体治理案例进行深入分析,解码国家“嵌入”与社群“自治”互动的制度逻辑。研究发现:在自治组织失能、治理规则缺失、社会资本流失的情况下,政府以目标嵌入矫正了基层组织目标偏差、以制度嵌入解决了制度供给的二阶困境、以资源嵌入提高基层组织治理能力,从而激活了社群内部的应用规则、关键群体以及社会资本,撬动了其“自治”潜能。但“嵌入式自治”本质上受行政逻辑所主导,存在着行政替代自治的可能。本文拓展了自主治理理论,在实践层面为小规模公共池塘资源乃至基层社会治理提供了思路。 |

There is a large gap and tension between self-governance theory and the Chinese context. Based on practical experience, this paper analyzes how top-down state governance can shape community autonomy with Chinese characteristics by drawing on embeddedness theory. Then, the study proposes the concept of "embedded autonomy" and constructs an Institutional Analysis and Development framework incorporating government intervention. We further analyze the case of small and micro water bodies management in the W district of Anhui Province in the context of implementing the river chief system policy, decoding the institutional logic of the interaction between state "embeddedness" and community "autonomy". The study finds that in the case of dysfunctional autonomous organizations, lack of governance rules, and loss of social capital, the government has used goal embedding to correct the goal deviation of grassroots organizations, institutional embedding to solve the second-order dilemma of institutional supply, and resource embedding to improve the governance capacity of grassroots organizations. Thus, it activates the community"s application rules, key groups, and social capital and leverages its "autonomy" potential. However, "embedded autonomy" is essentially dominated by administrative logic, and there is a possibility of administrative substitution for autonomy. This paper expands the theory of autonomous governance and provides ideas for small-scale Common pool resources and even grassroots social management at the practical level. |
